low downloading speed

hi this is mohsen ali and my ptcl number is 0092483725270 and i did aply for my ptcl dsl and they told me they will provide me 4.mb and i did agree with every thing but now issue is they are deducting money about 4.mb package but they are giving me less then 0.35 mb i realy worry about it becouse...

Disconnect from internet

When i'm browsing my internet connection restart again and again but modem power led remain green just adsl and internet leds turn off and on after a while.
