my browsing speed is nil on 1MB connection

i complained many times on 1218 for my broadband speed. my package is 1Mb student package but my browsing speed is almost nil. on the other hand you complaint resolving staff called to islamabad itself and submit the ok report of complaint but they do not check anything here about user or costume...
