uploading speed is so slow that ,often ,can not open fb ,

Hello sir. my connection of internet is of broadband /DSL connection ,but I can not open my fb ..and my connection often ,remains off ,,and when is on ,,then speed is slow that watch any video ,or ,,any short clip ,,please solve my problem any way ,,I will be thankful to you ..Ok
