shortage of counter & slow staff working

in north karachi office people are in line from 6am morning and staff coming at 9 o clock that time in line are more then 100 men and one lady giving reply to them on counter, apoximat half day wasting every man. is it posible to increse the counter and staff/staff working for releve to the peopl...
