ddr officer eisa khell dishonesty

sir ........your helpline (on line sms system) says that i m eligible and can receieve watan card...and when i approached to mianwali (my district) .mianwali watan card team says...that ......YES......you are eligible for watan card but you have to bring a chit duely signed by ddr officer ...
