0300 number Complaints - Strange Call

A week ago I called a 0300 number. Somebody picked up the phone and answered me twice saying the person i want to talk to is sleeping. The person apparently then disconnected the call but the mobile kept ringing at the other end, which felt very strange.
So I dialled the mobile number again and this time the right person picked up without a problem and said they never received a call from me at all! Yet I dialled the right number each time.
Has this happenned to someone else? Is it possible the person has made a duplicate sim or something? Should I complain?
