NET DSL SPEED IS VERY LOW MANY TIME

Net speed are many time very slow to till now, but many times i am submited camplaint your help line 1218, (C # 12,26) but no response to me in your PTCL DSL(officer) ,
but i can not responsibal to paied the bill for DSL, please my solve my problem urgently,
