DEAD SLOW DOWNLOADIN/UPLOADIN

I have many time complaint to1218 that broad band is going dead slow from commence.I have set IP manually /automatic also and reinstalled windows and shut down firewall after guiding from call center but now is more worst then before
downloading speed 10 to 50mbs and uploading 15 to 25mbs from
speed test.net please solve my problem i will be thank full...
