speed &browsing issue

it is stated that my line no. 36546457 on which i use 1 mb broadband ,downloading speed is always very slow about 0.22 kbps or sometimes it rushes directly to 0.2 kbps.altough browsing is satisfactory not so impressive , downloading issue , causing discomfort 7 making your service unreliable for me.Please take quick notice of it & give chance to thank you.
