cant recieve watan card

sir i am Mst Aisha my NIC is that 4140259160018 from jati district Thatta sir my complain is that i cant recieve watan card from nadra and i am also effected in flood so plz plz give me a watan card and i am also registered my mariege certificate my hasband have not CNIC.
