Rubbish Services of DSL

Dear all readers,
Please be informed that we have a severe problem from DSL a product of PTCL because they don't provide services but billing is regular. Line man says lines are 'OK' DSL technicians say 'No problem is DSL' each departments dropping the soil to another and problem is not being solved. Very very rubbish service & they also don't listen complain. Not giving contact numbers of their seniors etc but wasting time on phone, don't register complain, deliver fake information to everyone else in the department. What should I say?????????
