This type of corruption in very common in Pakistan my friend....
When u buy that work fine later i think they put in share bandwidth if lot of user connected they share mean (low speed) if few user connected then u can get more speed.
But every where fraud...is they any department in ptcl they solve the problem...i think not.
go to consumer court and claim for your money u paid in the name of 3Mb (But u get 1Mb)
