Subject:- Complaint against Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri, Imtiaz Memon Offical SEPCO Rohri, Khurshed Hyder Official SEPCO Rohri, that impose illegal/bogus/baseless detection bills upon me since the month of July 2010 till continuosilly with mala-fide intention, total amounting of detection bills to Rs.30,830/- shall be waived/removed/deleted according to by-laws of Electricity Act and to take the necessary action against the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri, Imtiaz Memon Offical SEPCO Rohri, Khurshed Hyder Official SEPCO Rohri, they are creating harassment with me and putting me in agony and mental torture without any concrete reason, A/C No.14 7451 07569000U meter No. SP-915523.
Respected Sir,
It is respectfully submitted that I had submitted an application on 05-10-2010 & 03-11-2010 in the above subject matter to (1) the Electric Inspector Sukkur vide complaint No.POI/EIS(1038/10)/COM:/ (2)the Chief Engineer SEPCO Sukkur (3) the Manager (E) SEPCO circle Sukkur (4) the Manager (TM & CM) Incharge Complaints SEPCO Sukkur (5) the XEN SEPCO Rohri. (6) the Assistant Director Consumer Center SEPCO Sukkur (7) the Assistant Manager (Commercial) SEPCO Operation Division Rohri, but no any action has been taken on my application which is pending till to-day.
1) That, in the month of May 2010 the SEPCO Department imposed ellegal excess units about 1000, in this respect I have lodged the complaint before Federal Ombudsman, Regional Office Sukkur vide case No.SKR/830/10-C-1601 on 29-06-2010 the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri along-with Imtiaz Memon, Khurshed Hyder, asked me withdrawal all complaints which are lodgedagainst the SEPCO Department other wise Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri will involveme in the false cases and will impose further detection bill in every month and threatened me that I will not be able to live in Rohri.
2) That, before issuance of detection bill that the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri along-with Imtiaz Memon, Khurshed Hyder, has contacted with me for installation of Direct Wire in lieu of Rs.2000/- on my refusal the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri has annoyed with me and malafidely issued detection bill amounting to Rs.7,899/- in the month of July 2010 against me and due to illegal act of the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri he put me in mental torture and agony.
3) That, my complaint has disposed of on 26-08-2010, by the Federal Ombudsman Regional Office Sukkur in my favour.
4) That, in the month of August 2010 the concerned authorities issued current bill Rs.945/- along with detection bill of Rs.7,946/- total Rs.8,891/- and consumption in the said month was shown 01 unit, in this month the authorities violated the Electricity Rules & Regulation.

5) That, the Rafeeq Ahmed Pathan SDO/ Assistant Manager SEPCO Rohri along-with Imtiaz Memon, Khurshed Hyder, has created harassment against me and said that if I will file the suit or any complaint against them they will involve me in the false cases under Electricity Act and issuing detection bill continuosilly and will create further nuisance for me.
6) That, in the month of September 2010 the SEPCO Department has repeated his act and also issued detection bill amounting to Rs.9,626/- including current bill worth of Rs.124/- total bill of Rs.9,750/- and according to meter reader book shown only 01 unit.
7) That, such act and conduct of the SEPCO Department against me is quite illegal unlawful mala-fide and SEPCO Department have created harassment against me and threatened me on every day about disconnection of my electricity.
8) That, in the month of October 2010 the SEPCO Department has repeated his act and also issued detection bill amounting to Rs.3,800/- including current bill wroth of Rs.124/- total bill of Rs.3,924/-.
9) That, I therefore pray that the detection bills & surcharges amounting to Rs.30,830/- which are impose against me with mala-fide intention of his personal grudge, animosity may be removed/deleted according to law.
It will be in the best interest of justice to allow this application and remove the detection bills along with surcharges wroth of Rs.30,830/-
