WHY send extra units since last 2 months to consumer because KE have more POWER?

I feel very dis-appointment and regret for receiving 2nd time extra units billed by K ELECTRIC, what is the problem or issue for KE to issue the bill for those we have consumed than why sending extra units, it means those who are taking meter reading have instruction to getting wrong or excess meter reading or they people are blinds workings in K ELECTRIC specially appointed for taking meter reading.

Some facts I want to disclose and understand how K ELECTRIC blindly billing the excess units which means they are doing all these by black sheep staff wishes or management instruction in which only consumer suffering?

Last month – August 2015

M/R dated Aug 08, 2015 units 3028 ( by K-electric dept )
M/R dated Aug 10, 2015 Units 2998 ( by own self )

Than how it is possible showing unit consumed 3028 dated Aug 8, 15 by K electric when I got M/R dated Aug 10, 15 units 2998 which means excess billed around 40 to 50 units for Aug 15, this is justice or in-justice with the consumer.

Current month – September 2015

M/R dated Sep 9, 2015 units 3348 ( by K-electric dept )
M/R dated Sep 10, 2015 Units 3300 ( by own self )

Than how it is possible showing unit consumed 3348 dated Sep 9, 15 by K electric when I got M/R dated Sep 10, 15 units 3300 which means excess billed around 48 units for Sep 15, this is justice or in-justice with the consumer.

I further request to GOVERNOR of Sind, NEPRA and Chief Justice to take immediate notice of K electric excess units bills due to what reason? Plus why they delay in circulating the bills as due date Sep 28, 15 and today is Sep 19, 15 till no bill received which shows how they are careless and negligence people. More interesting to share EID-UL-AZHA holiday from Sep 24 to 26, 2015 in spite these holidays K ELECTRIC not increase payment date but more eager consumer should not pay their bill so they earn surcharge too? Perhaps those who circulating bills are doing this job work free of cost for K ELECTRIC that reason circulating bill according to their wishes but they do not care or consider the due dates?
