Aslaam O Alaikum,

Sir We the employees of NADRA are facing so many problems, We have many time agitation / protests in the different cities (Lahore the front of governer house and Punjab assembly hall, Islamabad front of NADRA HQ, Multan front of PM House, Karachi press club and PHQ NADRA Karachi, Hyderabad Press club, Nawab shah front of president house) in which participation of all NADRA employees of Pakistan for Regularization,

Subject: AN APPEAL FOR REGULARIZATION OF NADRA EMPLOYEES

Honorable Sir,

It is submitted to your kind honor that Directorate General of Registration of Pakistan was introduced by Qauid-e-Awam Shaheed Zulfiqar Ali Bhutto in 1972 and It worked well and registered almost 25 million Pakistani through out Pakistan.

Honorable Sir, Due to up gradation and advancement of technology National Database and Registration Authority (NADRA) was introduced with Registration Ordinance in the year 2000 to collect the data of Pakistani Nations with biometric and other technology. The United Nations and other foreign Agencies funded Government of Pakistan to furnish and provide state of the art technologies to NADRA.

NADRA is working wonderfully and registered 68 million Pakistani with tremendous hardworking of the NADRA employees and successfully got the data from rural areas of four provinces of Pakistan through the Mobile Registration Vans and other Data Acquisition Units. All the security Agencies, Banks and many other Departments are depending on NADRA's database, but it is regret to say that the staff of NADRA working hard but no reward or award is yet been given to NADRA employees. The total employees of NADRA are hired on contract basis .

It is further added that we the (NADRA employees) didn't get any increment in salary from last four years as Govt. announced that, But NADRA employees are still waiting for the increment.

Honorable Sir, as you know very well that inflation rate of Pakistan is increasing with double rate but no remuneration paid to NADRA employees. It is very difficult to survive in such circumstances of the country where inflation is going up but NADRA employees salary are still stuck and define in

It is very proudly stated that Shaheed-E-Jamhoriat Mohtarma Shaheed Benazir Bhutto announced in her manifesto that NADRA Department. will be directly controlled by Government of Pakistan through Ministry of Interior Affairs and its employees must be regularized because the founder of this Department was Qauid-e-Awam Shaheed Zulfiqar Ali Bhutto, It brought a hope in NADRA employees that they will be regularized and avail all the privileges of the permanent employees of Govt. of Pakistan but the bureaucracy of Shaukat Aziz's era are denying to implement the policy of democratic Govt. and creating hurdles to irritate the people of Pakistan.

We want to bring another kind of discrimination in your notice that Ex-DGR employees and other employees who are among the kitchen cabinet of Former Chairman NADRA have received increment while majority of employees are looking forward for same but Former Chairman NADRA has denied to give increment as per Government announcement in recent Budget. Such a height of discrimination is condemnable and you are requested to take serious notice of such discrimination and order the concern authorities to give same kind of increment to all employees without any discrimination of cast and creed.

Honorable Sir, It is further added that the Finance Minister of Pakistan announced that those employees who have worked more than three years in any Govt department of Pakistan must be permanent in Budget 2008-09 of Pakistan. It is very regret to say that the Former Chairman of NADRA made Press Conference at Karachi during his visit of Sindh , the words which are used by the former Chairman NADRA totally irritable and hurt the NADRA employees.

Honourable Sir, It is further added that the government has announced that contract employees shall be given salary, allowances and other privileges equivalent to regular employees of government of Pakistan but same is not implemented at NADRA and NADRA authorities are saying openly that they will not give such benefits to employee because they do not afford such huge revenue to give in term of salary.

Demands of NADRA Employees:

All NADRA employees shall be regularized and treated as permanent employee of Ministry of Interior Affairs, Government of Pakistan.

All separated Employees of NADRA shall be restored with all arearers.

All Promotions and Postings shall be made on merit and a board for promotion should be constituted.

All retired Army personals should immediately terminated from NADRA

Equal Medical Facilities Shall be given to all Employees

It is therefore requested that the dream of Shaheed-E-Jamhoriat Mohtarma Benazir Bhutto must be fulfilled and all the employees of NADRA may please be regularized and Department should be taken over by the Ministry of Interior Affairs, Government of Pakistan.
