Hello,
I'm an overseas Pakistani (Resident in Singapore) holding a NICOP (Issued in 2004). We are provided Manual Passports by Pakistan High Commission over here. However i wish to perform Hajj in 2009, but Pak. Govt made it mandatory to apply for Hajj using Machine Readable Passport, which is possible only by making in person visit to Regional Passport Office in Pakistan. Which i did by spending 1100 Dollars. My application was submitted successfully.However NADRA has now put an objection that Photo on NICOP does not match with Passport Application photo. I have been asked to update NICOP with fresh photo. NICOP application process from Singapore is roughly 2 months which is too late, i cannot go for Hajj this way.
I really appreciate if this objection can be cleared for me. It is very evident from my recent manual passport issued by High Commission in Pakistan that same NICOP is used in Singapore as well. Manual Passport photo is recent photo which is similar to my MRP application photo. I really appreciate if some one can help me to clear this objection.

i'd suggest to not reveal your ID/NICOP number in public forums as they could be easily misused.

We need to improve our policies more and more not only on this but there are lot of issues some one need to take initiative to help out people,in beginging when they launch Nadra we thought people will get relief and things will go fine but sorry to say it is not so and would not be.
I have a simillar issue. My manual hand written passport expired recently. Machine readable passports are not being issued at the pakistan embassy. I submitted the application and was recently informed that the issue of passport has been blocked due to facial mistmatch. (The picture in the NICOP is exactly he same as the one taken for the MRP with only difference that in NICOP picture, I am having glasses.
Did any one face the same issue and how was it resolved.

As I mentioned I am in the simmilar situation. Please advise how you resolved your issue as I can follow the same process

Dear NADRA,
May i know if there is action, we all are in same situation. The passport which is issued from pakistan high commission in singapore is hand written, number of days to issue passport can be more, but atleast passport should be digital. All of us here facing problem in travelling.
Would really appreciate if some action could be taken.
