my picture id card

i agree with this complaint but now i apply for id card again and pay fee but nadra officer say that you have alredy two id card and they objection that dup and want 10000 for correction but this not our fault. this is only nadra fault because we have not received any other card and i submitt first id card and now i have no any id card. i want to apply for hajj. but in three years hajj fee is double i belong poor family who i can pay double fee.
will nadra pay my double fee for hajj. i only want my picture id card. please help me
