WATANCARD ACTIVATION

I had receievd my Watancard from Kot Addu since the last three week which has not been still activated by the UBL.I've also contacted UBL several times and they always replied that NADRA hasn't sent them my WATANCARD verification till update.NADRA has no any system/procedure to rectify my problem as I had been calling their helpline but nobody suggested me any solution for my problem.
