nicop not received since2007

I came to U.A.E. in march2007 and deposited Rs. 900 with protect for nicop but sorry to say that till now I did not receive my card. I asked consulate in dubai but no information. Please tell me the status of my card,because my passport is going to be expired and I need nicop. please do the needful, thanking you. Looking for positive responce.
