slow downloading rate

It is intimated that I have many times complained about the lowest speed of my EVO 3G 3mb package with white USB stick. but no response was given to this issue. the speed that I receive remains not more 20kb or momentarily it jumps to 150kb and then comes back to 20 or 30kb. This problem may be resolved as soon as possible. SHAHAB ALI YUSAFZAI.
