delay in issuing passport

I applied for my daughters new passport and paid an urgent fee so that it can be issued urgently according to my requirement. It has been 1 month that the passport is still pending whereas i needed it for an urgency to the embassy. I gave all the required officcial documents but dont no why this is happenning to me. Why you late my passport i will pay you full fee of passport but no any progress why you late my passport if you have any problem plz tell me it is your responsibility and d'nt do this type of behavour it represent to your country
