dsl connection disorder

AOA
in month of july i applied for the dsl connection and connection was erected in the month of august.
after usage of 15 days my connection stoped working.i use to complain so many times but not a single concerning person take intrest to full fill my complain.
complaint details are:
noise ratio in phone line
erected modem out of order
modem's dsl and ethernet lite never blinks
sending and receiveing packets are zero(0).
