PTCL complaint pending from 6 months ago.

I am using PTCL broadband since 6 months ago. i am facing 1 problem from placing day of broadband. i tried many times to contact Ptcl 1218 and submit complaints many times and my relevant exchange broadband 1 person told me. i will downgrade your package to 1mb and i will close your broadband connection permanently. He also told me don't disturb me again and again by submitting complaints. but, they are not giving me solution of my speed issue. slow browsing and slow downloading. , my package is 4mb but, i am getting 20-30kbps speed only. every time 1 person come from my exchange and claim me your area is not feasible for 4mb or your line is not supporting 4mb. even my line parameters are Very Good and i am also attach my modem status. please check attachment. I need solution as soon as possible. Hopefully i will get positive response from your side.
