Less than 1024 DownStream Rate (& download Speed~ 100KByte/s) after Upgrading to 2MB DSL Package from 1MB DSL Regular Package
The description below consists of three Sections:
1. Brief Problem Description
2. Background of the Problem
3. my Introduction (The least important Stuff)

1. Brief Introduction of the Problem
a. The DownStream linerate (See screenshot) remains O.K (Dn: 2048K, Up: 512K) between 10:00pm night time to morning 09:00am

b. The DownStream falls below 1024 (~900K-990K) (See screenshot) remains fluctuating between 10:00 am approx to night time at 10:00pm.

c. On Sunday, miraculously, this schedule changes and my download speed remains O.K. DownStream Linerate is 2048K.

d. During all the above scenario, the UpStream remains UNCHANGED (that's really strange to me).

e. Lastly, the DownStream rate directly affects my download Speed as noted on 03 Download Managers (IDM, FDM, DAP all latest registered versions)

f. My PC is running Windows 7 and is a registered version. It is free of all viruses and contains the latest updated Kaspersky Internet Security 2010.

g. My package is a Regular 2MB Subscription. It is NOT a Student package.

h. I am not running internet cafe neither using my connection for any business purposes. I performed all observation after disconnecting my other two home pcs from the switch and directly connecting my pc with the router.

i. My router model is ZTE ZXDSL 831 Series Router + Modem. This was given to me by PTCL Staff on day first of DSL installtion on my pc. It supports bridging, dial-up as well PPoE etc. I am using PPoE since day 01.

j. The attenuation values have been either 52 or 54 from the day DSL was installed at my premises. The Noise Margin has been different however, ranging from 9.x to 14.0 but my download speed as per my connection was O.K. What i understand is taht ideal case should be:
1. 1024 K = 1MB Connection ==> Download Speed = 1024/8 = 128 KByte/sec -losses =~ 120 KByte/sec
2. 2048 K = 2MB Connection ==> Download Speed = 2048/8 = 256 KByte/sec -losses =~ 240 KByte/sec

2. Background of the Problem:
a. I requested for up gradation of my 1MB regular DSL package on 30 January, 2010. The application# was 207BN4x on 1218.

b. I was given 7 days, then 7 more days and then 2 days as time line. Finally i took feedback on up gradation status at 1218 on 5 or 6 March, 2010. I was notified that i am using 2 MB DSL since 25 feb, 2010 and my complaint doesn't hold water. I was surprised and told them that it is still 1 MB as visible from DownStream Linerate 1024 in my Router Page.

c. On 5 March, 2010 i received calls from PTCL staff at Taxila Exchange. I would write this in Urdu. The people used to say: "System sai call aaiay ge. Please '1' Press kar deejay ga. Meri nokri ka masla hai". Please note that my problem was not yet solved until that time.

d. Probably on 7 ot 8 March , PTCL configuration person from Islamabad came to taxila and did some configuration. As a result of which, my DSL upgraded to 1656K (approx value) at 07:00pm evening and changed to 2048K at 10:00pm night. Please have a look at your database records for exact date and time values.

e. From that day onwards, the DownStream linerate dwindled between 7:00pm to 10:00pm from 1456K - 1686K (approx values). It used to become O.K after 10:00pm nite and stable at 2048 DownStream.

f. Since the up gradation, my family (04 technical PC users) memebers reported that there were reduced browsing speeds, reduced download speeds. They also reported that downloads and browsing was even worse as compared to those before upgradeable.

g. I was told by some resources at Taxila exchange that PTCL staff members misuse DSL ports by attaching more than the standard NUMBER of Consumer DSL Lines to a single port. Thus saving some ports for personal use at there homes.

As an example, if 2 people are to be connected to a DSL port as a standard practice, then the PTCL Staff at Taxila Exchange connects 04 Consumer Lines to the PORT. As a result spare ports can be used for their personal use which in fact allotted to subscribers.

Innocent subscribers are told that its actually the NOISE and attenuation in their line that is causing reduced speeds and it cannot be solved.

3. My Introduction:I am not includeing this section based on some pride or something. the only reason is that make sure that you understand that you are communicating with a technical audience and use of technical terms will keep both people on the same page.

Kindly solve this problem. If my apprehensions are correct and the staff at Taxila Exchange is misusing the ports then PTCL should look into this matter and solve this problem. I assure sure that Istilasat took over, there was known corruption done by lineman and associated staff. they never used to do even legitimate work without handsome bribe. The same staff is till there. And more people have been added.

If my apprehensions are incorrect and there is a line problem then it should also be solved.

I have spent hours on PTCL helpline 1218. I have submitted numerous complaints and allotted complaint numbers 01, 19, 42 and 09.

Each time i am given new time line and without solving my problem or contacting me, the local staff generates system call asking to press 1 if my problem is solved. and at the end some how enter into the system that my problem has been solved. When i do complaint again i am told that that my problem has been solved and its there in our database. :D

TO PTCL Higher Authorities, Directors etc:
I think that it is PTCL's responsibility to take care and fulfill its promises to a properly paying customer. I have been using this line 051-4543622 since a year and paid all the bills properly and on time. So, theoretically i should not suffer. If my problem is not solved i will be either forced to bribe the concerned people for solving my legitimate problem or quit PTCL for good. Both the things will bring a bad name to PTCL. PTCL should be landmark not a symbol of corruption.

Make your complaint @ bbsupportlhr@ptcl.net.pk and salman.khan@ptcl.net.pk describe all your problem and attach screenshots of your router page for your various dates.... Mention how much you are paying, what is bandwidth and whether you are using it for business purpose or home usage... Describe every detail of the problem and see what happens......

Problem is that the blinking of light of internet goes back for after 2 minutes please check to it it cant show the light only power light will blink ok please kindly come to me fastly
