PTCL internet speed fault

Respected Sir,
I am facing low speed of internet. I have 1MB connection, and the speed of dowenloading is 9.7Kb/sec. I complins a lot of time to rigional repersentative and on line at 1218, but problem is not rectify till to date. I am diopointed from the services of PTCL. If some body help me at the saied matter, I shell be very thankful to him.
