Regularly bill received PTCL & DSL

I have made the complained many time that the Telephone Line is not clear and also I have return the DSL since July, 2010, but the bill received every month. For this correction I have visited the PTCL office to cut the DSL charges. Pl. save me for this troblle and removed the noices from the Telephone immediately. I shall be highly obliged for this.
