Landline phone istallation delay

i am a student of DAE in civil technology rasul Mandi Bhauddin. i Requested 3time for ptcl land line but i have no responce by ptcl.
i have mailed thier senior direct but no result. now ni feb. i gave 1000 ruppes to a line man for new connection of ptcl landline and DSL but still i have no result.
Ptcl custermer care center is working very poorly.
