low speed and disconnect

sir i got connection of ptcl broadband 1 mb
from day first its downloading speed is 2 or 3 kb some time its go on 30 kb wich is very low whole month i am not do any work on it becoz of low speed . so many time i complaint in near ptcl office but situation is same so kindly sir if you solved this problem then ok if not then i take dession to change my connection
