if 24kBps is constant speed u r getting, then there could be so many problems, normaly DSL/BroadBand customers have not sufficient knowledge about what they are using, first try to get wire from pol withour any joint in it, use clean rozert, do not use internal wiring. use proper wires without joints. MOST CRITICALLY Change ur windows/Operating system, use high rated antivirus. try to use operating systems other than Windows. i suggest u to use UBUNTU and try browsing on that.
