phone call closure due to non payment of bill

my phone was not working since last six weeks no heed was paid to my numerous calls my broadband and net is not working. i am paying bills for these facilities but why? As they are not working. I get the bill for them every month. Please let me know why am i paying when i am not getting the so called facility. Now I have made the payment but i cannot make the call, please solve my problem. i have given the bill on 14-06-11.
