slow download speed

my download speed was 100kb/s+ but now it is below 20kb/s........what the hell this is.......it has been more than 3 months that speed is like that.
i will not use ptcl if they are not going to make it correct.

what a hall my net speed now have 20 kbps but my package is 1 MB .
so please solve it problem.
