downloading speed is very low

I am using PTCL broadband service the basic speed of its is 1mb per second but actually downloading speed is 20kb or 30kb per second. please read my complain and solve my problem because i am feeling problems.

i m using ptcl broadband 1mb connection and my ping is above 1200 whole day and any page opens very slow. PTCL IS NOT GOOD!!!
