Charges of duplicate sim

My cellphone was stolen from my home by a maid servant, when i take a new Sim from Ufone they charge 50 Rs. Why these mobile companies charge money on duplicate Sims when we are already victim of theft or loss?

There is a afridi ushop in Mandi Bahauddin.There are receiving Rs. 60 om duplicate sim
while the price is Rs.50
