Did not recieved payment of watan card

I want to submit complain about Watan Card, I have recieved Watan Card in January 2011 but still didnt recieved Payment i have got my card from Musharab Colony Karachi. I have verified my Card for several 2 times as well from Sehwan, our village is near to Bhan Syed Abad it is in UC Dall its totaly effected and i want to rebuild my house.
