District problem

Dear Sir. i have received my watan card from District Charsadda . first time i got the 20000/- money. but on current instalment the Distt charsadda office says that we transfer u r card to peshawar. now the peshawar office also not accept and charsadda too.
so kindly help me. i am a poor person. thanks. MY ID CARD 17101-5101495-3..THANKS
