watan card Complaints - still not active my watan card

atta muhmmad from mianwali, I have received UBL watan card on 21.09.2010 but watan card has not been activated yet, we are flood victims and we do not get any financial support from Govt or any other organization.please help me in this regard.. my NIC num is 38301-4542650-7 and my WATAN CARD num is 4450876123570004

I am head of a family and a flood effected. all my neighbours and relatives have received watan card but every time i sms nadra to enquire about my watan card i receive the following message. No you are not Eligible to receive WATAN CARD. i dont see no reason why i am not eligible. Can please somebody explain why i am being skiped?
