DSL Speed Issue

I am using internet from last 4 years, and never get my DSL speed more than 50 60 Kbps on 1MB connection. i dont know what the problem is, i was thinking to take a 4MB connection but they put the Download Cap on it. is it possible to get good speed on 1MB connection.
